ESAP framework brings changes to disclosure process

The Malta Financial Services Authority (MFSA) has introduced a new disclosure process as part of the implementation of the European Single Access Point (ESAP), an EU-wide platform aimed at improving access to financial and sustainability-related information. Since July 2026, issuers have been required to submit company disclosures through the MFSA’s LH Portal, with relevant information subsequently transmitted to ESAP.

MFSA assumes collection role from the MSE

Complementing these operational changes, the MFSA has announced legislative amendments formally designating it as Malta’s Officially Appointed Mechanism (OAM) and collection body under the Transparency Directive, a role previously carried out by the Malta Stock Exchange (MSE). While company announcements will continue to be published on the MSE website, responsibility for the collection, validation and transmission of regulated information is gradually shifting to the MFSA as part of the ESAP framework.titutions.

Risk management review highlights areas for improvement

Separately, the MFSA has published the findings of a review of risk management functions within the (re)insurance sector. While the review identified several examples of good practice, the Authority highlighted the need for continued improvements in areas including operational risk management, business continuity planning and governance arrangements. The MFSA reiterated the importance of an independent and adequately resourced Risk Management Function as a key component of effective governance.
